Scrum Reference Card

This Scrum Reference Card was prepared by Michael James and Luke Walter.

Intro:
Scrum is a management framework for incremental product development using one or more cross-functional, self-organizing teams of about seven people each. It provides a structure of roles, meetings, rules, and artifacts. Teams are responsible for creating and adapting their processes within this framework. Scrum uses fixed-length iterations, called Sprints. Sprints are no more than 30 days long, preferably shorter. Scrum teams try to build a potentially releasable (properly tested) product increment every Sprint.

GSA Federal Real Property Report

The US Federal Real Property Profile or FRPP is the comprehensive database of all real property under all executive branch agencies in accordance with Executive Order 13327. The FRPP produces annual summary reports that contain the federal government's global inventory of structure, land, and building assets.
The report is organized with an overview of the federal real property, key statistics of all reporting agencies, property profile of each agency, key statistics of CFO Act Agencies [1] and their total number of buildings and structures worldwide.
The section on Buildings details the legal interest [2] of domestic buildings by square footage, predominant use [3] of buildings by square footage, total building square footage of the top five states, total building square footage by legal interest.
The section on Structures details the predominant use of structures [4] by number of assets, and top five agencies by number of structures.
The section on Land details the top five states in total land acreage, and the total land acreage by legal interest per state.
The section on Disposition details the total number of disposed assets (structures, buildings, land records) for the top five agencies (military and civilian), disposition method [5] by annual operating costs, total annual operating costs for worldwide disposed assets [6], and total annual operating costs for disposed assets by fiscal year.
The section on Performance Measures details utilization [7] by number of buildings, utilization by predominant use and number of buildings, condition index [8] by number of buildings, average condition index for top five agencies by square footage, annual operating costs [9] for buildings by legal interest and square foot, annual operating costs by building predominant use and square footage, and average annual operating costs per square foot in cities with greatest number of leased office buildings.

[8] Condition Index (as per FRPC) is a general measure of the constructed asset's condition at a specific point in time.

CI = [1 - ($repair needs/ $PRV)] x 100

Repair Needs is the amount necessary to ensure restoration to the originally intended and designed capacity, efficiency, or capability. PRV or Plant Replacement Value (also known as Functional Replacement Value) is the cost of replacing an existing asset at today's standards. The higher the CI, the better the condition of the asset.

[9] As per FRPC, a constructed asset's Annual Operating Costs consist of the following:
  • Recurring maintenance and repair costs
  • Utilities (includes plant operation, purchase of energy)
  • Cleaning and/or janitorial costs (includes pest control, refuse collection, and disposal to include recycling operations)
  • Roads/grounds expenses (includes grounds maintenance, landscaping, and snow and ice removal from roads, piers, and airfields)
  • For leased assets, add the full annual lease costs, including base and operating rent.
